Property Tax Revenue Replacement

This report has already been submitted by a State Legislator to the Legislative Interim Committee, showing one of many ways local governments can be fully and properly funded and the formulas, ways and means by which existing revenues from property tax can be replaced - without raising other taxes.

Will this be the formula? We don't know. Is this or any other formula perfect? Perhaps not. What we do know is that the formulas used for property taxes were never perfect, let alone fair. However, this proposed formula demonstrates two important things:

  1. That statesmen who have North Dakota's best interests at heart CAN devise an equitable formula, and
  2. That historically property tax has harmed small towns and low-population counties. Measure 2 opens the door for rectifying that.

Beacon Hill Institute Report - Eliminating Property Taxes in North Dakota

BHI Report Beacon Hill Institute is a well-respected, independent, nonpartisan economic research organization that the North Dakota Commerce Department has called on to do impact studies of economic policy in the state.
 
BHI is already familiar with ND's economic climate. Our state offices and legislators trust BHI and rely on them when forming policies and law affecting our state's economy.  BHI did a study on the impact of Measure 2 on the state.

North Dakota Pork ReportFormer Governor Ed Shaffer has stated that Measure 2 can be implemented without raising taxes. One of the reasons for this is the incredible amount of waste in our state's government. NDPC's most recent pork report shows nearly a $1 billion can be saved if our legislature spends more responsibly.

If your city has an emergency (natural disaster like flood, tornado, blizzard) and it costs more than the 2.5 mills than the state allows, or wants a library that costs more than the 4 mills the state allows, then too bad. Cities with home rule can raise other taxes, but that is hardly "local control."
